In the UAE, the federal entities together with ADNOC, DEWA, Emirates, Mubadala and Etihad Rail buy through formal competitive processes.
The arithmetic is uncomfortable. The majority of bids submitted do not win — and a significant share of those losses have nothing to do with capability or price. They are lost on compliance, on a misread evaluation weighting, on a generic response to a specific question, or on bidding for something the organisation was never positioned to win.
